Remember that he doesn't have to sign it for it to become law. If he vetoes it then it's dead, but he can let it become law without his signature - the governor's way of letting bills go into effect without seeming to endorse them.

Yea - sort of funny the way those politic sort of things work........
If he doesn't sign it, he is endorsing it, just not with a pen...the exact opposite actually; he is endorsing it without a pen.
