You can do it, but you'll need to really do your homework. And suffer! I think CO went to $527 for bull tag this year, and it's draw only, no more over the counter tags. I've been applying for a bull tag in a GREAT zone for the last 11 years, and it's taking 16 points to pull the tag,so I'll be waiting a few more.
If you want to go at it with a bow, you can pull in the first or second year, depending on the area. Call NOW or online, and request the Non res application packet. You can put in for a point only this year before the deadline, then worry about where you want to hunt on next year's application. (you can do group apps together, upt o 3 hunters, I think, in CO)
A buddy and his dad went in '06 and took a bull and a cow on a DIY bowhunt, and will most likely draw and go again this year. I'm putting in for an easy to draw cow tag ($250) for eith ML of 2nd rifle season, to learn the area I plan on hunting WHEN ipull my bull tag.
Share the trip with a couple guys driving and camping and you can esaily come in under $2,000.

Yah,i agree with dave on that one. I use to elk hunt in Colorado in the 90s, before they had drawings and it cost $ 2000 back then with out a guide and drop camp.
