Some states that give you a point every year you fail to draw basically give you an extra chance for each point: ie, if you don't pull a tag the first three years, you apply the fourth year, and your name will "sort of" be in the hat 4 times.
First year applicants can still get drawn, but you have bettter odds as your points increase.
Some states will sell you a point, others will sell you as many as you want to pony up for.(Maine)
In other states, folks with MOST points will draw the tag (CO). THAT is why I have applied for a REALLY good elk tag for the last 12 years w/out pulling the tag. It's taking 16+ years to draw that zone. A buddy pulls a CO archery elk tag every other year, and has scored both times out DIY. (Osprey, it was the two guys with me at Assateague last fall for ML: both killed bulls last week!)
Some states offer FREE appls, and you can build points for ZERO $$$ until you actually pull the tag. If you have any interest in hunting ANYTHING in the future, learn to play the points game!
